NHRC Recommends CBI Probe, ₹10 Lakh Compensation in Minor Chakma Girl Death Case
According to AICSU, the complaint was filed before the Commission highlighting serious concerns about illegal child labour, possible human rights violations, and lapses in the investigation conducted by local authorities.
After examining findings from its Investigation Division, the NHRC observed that the girl, aged around 13, had been engaged as a live-in domestic worker in violation of the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986 and the Juvenile Justice (Care and Protection of Children) Act, 2015.
Taking note of alleged procedural lapses in the local investigation, the Commission recommended that the case be transferred to the CBI to ensure an independent, fair, and child-sensitive inquiry.
The NHRC has also issued a show-cause notice to the Chief Secretary of Arunachal Pradesh asking why monetary compensation of ₹10 lakh should not be awarded to the next of kin of the deceased for violation of the child’s human rights.
Additionally, the Commission directed the state government to initiate criminal proceedings against those responsible for the illegal employment of the minor, conduct departmental inquiries against officials who failed in their duty, and strengthen enforcement of child protection laws and monitoring mechanisms.
Welcoming the directive, AICSU stated that the Commission’s intervention marks an important step toward accountability and justice. The student body also urged the Arunachal Pradesh government to fully comply with the NHRC’s directions and ensure that justice is delivered without delay.
The union reiterated its commitment to protecting the rights of vulnerable children and pursuing justice for the victim and her family.
