Changlang District Conducts Day 1 Training for Census 2027 HLO Phase

Changlang District: The District Administration successfully conducted the first day of the District Level Training Programme for Census 2027 (Phase-I: Houselisting & Housing Census – HLO) at the Conference Hall of the Deputy Commissioner’s Office on Thursday.

The session was chaired by the Deputy Commissioner-cum-Principal Census Officer, who underscored the significance of Census 2027 as a vital national exercise. Emphasizing the need for accuracy, coordination, and timely execution, the officer called upon all participants to ensure meticulous implementation of the census process.

The training programme featured comprehensive sessions conducted by designated resource persons, who provided in-depth insights along with practical demonstrations on various aspects of census operations.

Senior district officials, including Additional Deputy Commissioners (ADCs), Sub-Divisional Officers (SDOs), Assistant Commissioners (ACs), Circle Officers (COs), along with the Assistant Director of Economics & Statistics (ADES) and District Informatics Officer (DIO), actively participated in the training.

Key highlights of Day 1 included an overview of Census 2027 and the roles of census functionaries, understanding legal provisions and the administrative framework, detailed guidance on the Houselisting Operation (HLO), and hands-on training on the Census Management & Monitoring System (CMMS). Practical sessions on HLO implementation further enhanced the learning experience.

The programme witnessed enthusiastic participation and interactive discussions, strengthening the preparedness of district officials for the upcoming census activities.

Concerns Raised Over Missing Villages in Census 2027 House Listing in Diyun

Diyun, March 22: The Office of the Assistant Commissioner, Diyun, has issued an order dated March 9, 2026, appointing Supervisors and Enumerators for the House Listing Operations (Phase-I) under the Census of India 2027. According to the official notification, designated officials have been assigned to carry out house-to-house data collection across various villages and enumeration blocks within the Diyun Circle. The exercise has come into immediate effect, with instructions to follow guidelines issued by the competent authority. However, concerns have surfaced regarding the exclusion of several Chakma-inhabited villages from the notified list. Villages such as Shillong Pahar, Aranyapur, Mudakkha Nalah, and Sukha Nalah reportedly do not feature in the enumeration plan, despite having established households. Senior Advocate Colin Gonsalves Visits Chakma and Hajong Villages, Pledges Continued Legal Support

Atul Chakma Arunachal Pradesh: In his visit to Arunachal Pradesh, the Senior advocate  Colin Gonsalves , speaking about the long-standing legal battle concerning Chakma & Hajong communities living in Arunachal Pradesh (earlier NEFA), said the issue of citizenship and legal rights remains unresolved despite earlier judicial directions. Gonsalves explained that the government had argued before the  Supreme Court of India  that certain individuals were residing in refugee camps and therefore could not automatically be granted citizenship. According to him, the argument attempted to portray refugee camps as either permanent or temporary settlements rather than recognizing the residents’ broader legal rights.  He noted that a key judgment related to the matter had been delivered in 1996 and was accepted by the government at the time.
