Historic Reform: GHADC Mandates ST Certification for Council Elections

Shillong: In a landmark decision hailed as a defining moment for indigenous governance, Chief Minister Conrad K. Sangma announced that the Garo Hills Autonomous District Council (GHADC) has amended its rules to make Scheduled Tribe (ST) certification mandatory for candidates contesting Council elections.

Describing the move as “history in the making,” the Chief Minister noted that the Council, established in 1952, has taken 74 years to introduce this significant reform. The decision is expected to ensure more authentic representation of the Garo community by enabling leadership rooted in local traditions, aspirations, and cultural identity.

“This step will strengthen true representation of our people and safeguard the interests of the Garo Hills,” Sangma said, while joining citizens in celebrating the milestone.

The amendment is being widely viewed as a major stride toward reinforcing indigenous governance and preserving the socio-political fabric of the region.
